4. So far as light dues are concerned I agree with the petitioners that the revenue derived from them should be applied to the purpose for which it is raised, viz: - the upkeep and maintenance of the lighthouses; and it is true that the charge of one cent a ton is sufficient to cover all present expenditure incurred on that account.
